To apply for RSAF funding for the September 17, 2007 deadline, you must submit your application using the newest version (2.3) of the CGAP software. A CD will be sent to the mailing address you provide.


The Rescue Squad Assistance Fund (RSAF) Grant Program is a multi-million dollar grant program for Virginia non-profit EMS agencies and organizations. Items eligible for funding include EMS equipment and vehicles, computers, EMS management programs, courses/classes and projects benefiting the recruitment and retention of EMS members.

2008 REIMBURSEMENT INFORMATION New

Effective December 1, 2007, in order to be reimbursed you must submit the 2006 IRS Form 990 copy (1st page only) of your tax returns. All information must be filled out including items (C) (D) and (E), without these items completed you WILL NOT receive reimbursement for your grant. Information for Form 990 can be found at the IRS Website.

ALL GRANT APPLICATIONS MUST BE SUBMITTED ON-LINE UNDER THE GENERAL FUND, HOWEVER THE ORIGINAL AFFIRMATION PAGE MUST BE MAILED/DELIVERED BY MARCH 17, 2008 WITH THE ORIGINAL SIGNATURES OF THE (1) AUTHORIZED AGENT, (2) FISCAL OFFICER AND (3) OPERATIONAL MEDICAL DIRECTOR. IF NOT RECEIVED BY MARCH 17, 2008 YOUR GRANT WILL BE DISQUALIFIED! FAXED AND EMAILED AFFIRMATIONS WILL NOT BE ACCEPTED,

The OEMS has identified six priority levels for funding in no particular order:

  • Recruitment and Retention (Including Management and Leadership) New
  • Training
  • Emergency Operations
  • Emergency Medical Dispatch
  • Special and Innovative Projects
  • Multi-Jurisdictional (Multi-Agency) Projects

The OEMS will determine if your grant application falls within one of the priority funding categories. All grantees that are applying under the intent of a funding priority category must submit the Special Priorities Questionnaire. You can download the Special Priorities Questionnaire from the downloads section below.

Financial Assistance Review Committee (FARC)
The FARC is the committee which reviews applications for the RSAF grants. The FARC visits two EMS regions annually for a Spring and Fall tour. See the slide show of the 2007 Spring Tour (31MB) in the ODEMSA region.
